Yes.

No. Priests can improve their POW through the simple device of POW gains after overcoming another person's POW in combats. Depending on which RQ you are using, the rule is either p34 of RQ2 or p40 of RQ3 (book 1).

Again no. The Priest simply has to pray to regain his cool reusable spells at his temple (RQ2, p60 or RQ3, p112). This takes one day per point of rune magic and simply occurs between adventures.
If the spells are one-use, then he has used up the spell and has to sacrifice more POW to obtain it again.
