Why do you say that? One of the problems that I find with detailed and intricate systems is that the players (GM included) wind up feeling constrained to its options, mainly because it's presented as a series of options. A system, such as Hero Wars, inherently encourages creativity of actions, which is, to me, critical to swashbuckling. I've had several swashbuckling moments in my Hero Wars games.
