It cuts down all the beancounting of x2, x3, x4 or whatever.

I don't think that it should be a penalty as was prosposed as this penalizes the casual users (who are most likely to be using missapplied worship) but the steep price penalizes the 'power users' who really should be looking at a more appropriate focus.

As was said earlier, misapplied worship is approaching the right being in the wrong way. Orlanth likes to get cows and weapons and sacrifice. He's just not into getting heartfelt veneration.
