THe "HP game" is, however the standard mechanic for improving all skills/abilities/ratings. A Player who wishes to invest all his HP in increasing his wealth (and is allowed to do so) can become extremely wealthy, but when he hits a problem his wealth can not solve he will have no appreciable skills to fall back on - just as the "Combat Monster" is left flailing when the game calls for a nonaggressive  solution, or the character who has improved only their "fast talk" and "oratory" like skills is when the opponents are deaf, or do not speak the same language(s) that he does.

However you can acquire cows "in finite numbers" in game play by purchasing them individually (Every session go to market and purchase 1 cow (with luck/a sufficient starting wealth it won't even reduce your wealth so is a "zero cost" option) - keep track of these cows and claim when you have bought enough that your wealth is now increased to x. An aggressive purchasing policy and a modicum of raiding and you could rapidly increase your wealth.

(Yes, obviously a GM can take action to prevent your herd growing out of control - but then they can take action to prevent your wealth growing out of control too...)
