I was talking about the way Initiates USE Affinities. That they can augment under any applicable circumstance is a feature of the Affinities, not the Initiate's Ability. Devotees can Augment just as well, with just as much flexibility, plus can call upon specific Feats which can do far more.

Also, Initiates can only Augment. They cannot use the Affinity alone, in the way Devotees can use a Feat, to replace an Ability. Therefore, their actions are restricted by available mundane Abilities. In answer to Andrew Graham's point, for instance, the Flight Affinity still won't let an Initiate fly, it can only Augment other Abilities, making tremendous leaps and safe falls, with heavy loads, etc. But only Devotees actually FLY.
