Problem: The number of APs bid must reflect the risk to the actor, not the impact to the opposition.
Sitting in cover sniping does not represent much of a risk.

Solution: Narrate this as the archer rising from cover in order to draw a bead and fire, thus risking discovery. APs represent capacity to act. From the testimony in other mails, it seems quite fair to say that an archer who's been spotted and is out of cover must flee, i.e. can no longer act.
