It's a *teeny* bit generous. The *average* from the stats you give (assuming a 1/20 chance of a -10 penalty) is +12. I seriously doubt anyone will notice the difference in numbers. But I am sure your gaming group will notice the benefits of spending less time faffing around making unnecessary opposed resolution rolls.

So: go for it!
