The shift to 'Transfer' can be enormous, whilst the shift out of a fumble/fumble seems minor, yet both would cost a HP.
One option would be to make Transfer results more linear, and allow the winner to accept upto half the APs in transfer, or leave them as inflicted.
A "Transfers" result would become 'apply x AP loss to enemy, up to half of these may be taken by the winner as an AP transfer'
