Perhaps it's premature to pass judgement on this, before we see more, different aspects of the lunar religion -- some may do this, others may not.

Well, to break in there... I doubt that's so much the _intent_, as an apparent consequence. The intent as such was, I'd guess, more likely something along the lines of, "we want to convey here that this is something difficult/unusual/unlikely in Glorantha as a world". In that context a (technically redundant) explicit invocation of the First Rule might have been useful here -- we're saying this is how it typically is, but...

I've always been leery of MGF as a yardstick, or rhetorical device in rules-systems or Gloranthan discussions: YMGFWV, surely.
But certainly it seems to undercut the very 'variety' that Dave C. claims it's there to promote. If this is a concern, I'd recommend you either a) handwave/tinker with the concentration rules, along the various lines that have been suggested; or b) advise players that if they want to specialise eventually in an O/W magic system, they're better off to make sure their common magic is of that system, and/or to avoid common magic per se, and use stand-alone magical abilities instead.
It must be said that if nothing else, CM does a service by highlighting that there _are_ types of magic other than the major, well-defined religions; it'd be going against that spirit to read it excessively proscriptively, I reckon.
