I agree that you shouldn't assign a rating: the creatures are fearless, plain and simple.

As for an augment, if you don't have an ability, it can't provide an augment. However, that doesn't mean that the assignment of its combat abilities shouldn't be affected by its fearlessness. Just up its fighting a little. As far as how much, I'd base it on your PCs more than anything else. How tough are these things supposed to be? How many are the PCs going to be fighting?

Something to consider, though, is that fearlessness can be a double-edged sword. While it might help when it comes to an all out attack, it will be a hindrance since the creature won't be worried as much about defending itself. Since combat abilities encompass attack and defense, the two sides might just cancel each other out.
