A character who becomes an Orderly in play gets 3 spells at 13 "for free" (p160 - "Contest: Becoming an Orderly") I think a character starting out as an Orderly just gets the three as part of the Keyword (so at 17)

A character who becomes a Wizard through play first has to become an apprentice, which gives him the spell "Aid my Master" for free - any other spells he takes from then on in, he has to pay for! He gets a free "Use Grimoire" on being released from apprenticeship though (which means he can cast every spell in the Grimoire, but only when he has access to the Grimoire. I can't see anything that suggests what a starting wizard should have, but I think I'd say All appropriate Grimoires and one spell from each as a talisman.
