Glowing Red Eyes

I was creating some characters (heortling) with a couple of mates. They really went for it in the exotic stakes. They both asked if they could have oriental weapons. We all thought it sounded like a good idea that they had been to Kralorela and picked up some languages and unusual weapon skills. Great. One chap has said he wants his guy to be able to make his eyes glow red in order to intimidate or frighten peopl. He is a devotee of Orlanth adventurous. So how do I handle his eyes? At the moment I have glowing red eyes 13. Should it be 17? And is it a Magic Talent? and if so how is that affected by being a devotee and a theist magic specialist?
