Yes. Page 61 - Die Rolls: Success and Failure.

But it doesn't have to stay a fumble if you've got masteries to bump it upwards.

By taking a close look at the situation.

Is this better resolved as (a) simple contest(s) rather than extended?

Can the target reply (with a bow or ranged magic)? Then it's really just a regular contest.

If he can't reply, then what is his goal? Close distance and melee? Get away? What does his AP bids translate into? What is "success" for the Archer? For the Target?

The archer might be loaning AP to a combatant by firing into melee (Legolas Syndrome), or even acting as a "follower" and giving all hi AP to the close combat guy.

The question is so broad, there is n ral way to answer it...
