Admittedly I'm not a huge fan of magic vs 14, but most feats can be used either actively or an augment. So you might be able to use Sureshot to hit a target with only a 14 resistance.
The catch is that a person is not a target. In real situations, there's going to be a resistance from something that is not the universe. And I'd certainly allow physical resistance (Sword & Shield Fighting, Dodge, etc.) against Sureshot used directly.
I suspect in most cases it's better used as an augment.
