I'd regard it as something that gets done as Gm fiat - OK, you've spent the last three seasons keeping your head down and farming? Increase your keyword by one.

So at the point 85% of the abilities are at keyword+1 or higher then keyword++ and all the abilities decrement by one? Could work, but could bet messy and could be very easily missed.
