Yeah, I think that's the important question. Does the character, essentially, get all the keyword abilities at 17? If so, then they can be raised, right?

Potentially what the rule intends is that you don't list the abilities because they can't be increased - they're still there more or less in that you can use the keyword however.

Right. No different than learing it yourself, with the "advantage" of the ability being usable away from the character, but the disadvantage that the NPC might not do what you want sometimes.

It would be nice for the intent to be clear here.
