There is sort of a precedent for Divine Magic fading if you don't worship at a temple on High Holy days. In Basic Roleplaying (the Magic Book to be precise), you become an "inactive" initiate if you don't do the high holy day thing. This means that you keep your Divine magic (it becomes one use for a priest) but can't call for Divine Intervention.

So, if you wanted the HQ analogue, Initiates and Devotees who don't worship at their temple on the High Holy day loose their specialised magic, but keep any common magic.

However, in Basic Roleplaying you have the let out of being able to use sanctify to cobble together an emergency temple for High Holy day rites, so you could in theory bug out of Pavis and not suffer so much for it. Renewing them there Divine spells was slightly tricky IIRC.
