Sure, why not? (But I'd pop it up to 6 HP each for "out of play" unless you can craft a scenario around it). Normally you don't need to pay HP for Ally abilities - Allies are Narrator characters, after all, but it depends on if this is really an Ally (Played by the Narrator, only around some of the time, Calls on the hero as much as the hero calls on him, etc.) or a Follower in disguise.

As Followers and Supporting Cast, you can use them as Augmentors, as the Primary Skill in a roll, or as AP batteries.

Yep. Their Affinities are always at the "Devotee of [God]" Ability rating.
