But HQ also gives players huge scope to cast contests in a way that suits their characters (large) abilities. So characters with larger abilities can steal the limelight in my experience.

You can work round this. But its a lot easier not to have to.

We used to give all characters the same HP regardless of whether they were in a given episode or not, but the ones who did not appear bought everything at double price since it was not justified by recent play. New characters got the same total HP that the existing characters were on but had to spend it at the double rate. Now we just give half the HP and they dont have to justify the spend, which is easier and works out the same.

In theory we also keep a track of how many chances there have been to spend HP so that characters old and new have had roughly the same.  

The PCs are in the 400 HP region if I recall. Some of the abilities are rather large. Except for characters that routinely spend on affinities of course.
