Sounds a bit like the military character I'm playing in a PbP campaign - I took Third-Hitch Veteran as a secondary keyword at 13, bought it up to 15 at chargen, and now use it as a +2 augment on any roll that the narrator allows me to add it to. Which effectively is all my military keywords and skills.

To me, that's as the keyword should be used - as an augment, not as an active keyword with a subset of skills contained within it.
