I'll add one more point

To get to Rune-level also has skill minimums - and the closest HQ comes to that is the requirement for the Secret.

So the closest (or least distant) parallel might be a Devotee who has progressed to the point of learning the Secret and has been granted an appropriate postion of authority in the Cult.
