This strikes me as a fairly useful (House)rule of thumb. I was never overly keen on rolling for augments when it was a matter of "I'll punch him, augmenting with my 'Strong'", as it did not seem that this sort of augment should "fail", (or at least not generally) - on the other hand, when you are (trying to) help other people there is always the chance that your actions will have unexpected consequences...
