I'm a huge fan of the principle behind this - basically that situation drives the use of the rules. Why do people carry axes? Because they're useful. The rules can and do indicate that. As long as you're using the rules to create a coherent and plausible narrative, they are startlingly plausible in what they produce. At least that's always been my experience.
