Well yes, but i think this isnt what Mike´s analysis really said. Remember the hunting example.

Complete Victory drastically changes the challenge.  

So hunting for food is no longer a challenge meaning you come home with food everytime as an automatic success.
While i like this, its an exception to the existing rules. And giving your player an ability for free (for example) doesnt solve the problem because that would most, likely (?) start at 13, which does not grant in  any way an automatic success.
So thats how i came to the question: how do you bookkeep the results of a complete victory ?
Can you write down: automatic hunting success in the woods of X ? Also i would tend to say: this cant be cemented.....it last for one story, not longer.
