I like this idea. To be honest, I've thought about using Keywords themselves like this for a while. Basically, you can augment any skill that is appropriate with them, instead of them giving you those skills directly. I would let you improvise off them as well, I suppose. You buy up the abilities your character actually wants from scratch like every other ability.

I think I came up with this when I realized I didn't like the idea of personality traits increasing with keyword ability. (Mind you, I could just rule that personality traits just don't count as parts of keywords.)
