I always require HP to be spent _before_ a roll. Thus, they represent a measure of how important a good result is to the player, rather than a 'oh that's OK, I'll burn a HP' defence. So as not to see the HP wasted, I allow this also to 'bump down' the opponent if there is no scope for a bump up.
