I have always assumed that a sidekick could "buy" devotee from their points allowance but that other followers could not (having no allowance from which to find the 3 points). I'm not sure there is an explicit statement in the rulebook to support my assumption.

I would agree that I would like to see more on followers. If its necessary to make room for this then some of the other special rules (especially Animism) could be merged in with the follower rules - which IMHO would be a good thing in its own right. I am fond of troupe style play and filling in a few more details on followers changing roles or even acting as replacement heroes in waiting would all be good.

The other thing I would like to see with followers is making the relationship between the hero and the follower more crucial. I wrote up a house rule at one point that used the community support table for augments from followers (where the "bonus" is the followers ability). That may not be the best or only way to achieve it but putting the relationship centre-stage feels like the right thing to do.
