Effects of Misapplied Worship

Over on the WoG list, there was some discussion of this in relation to the Aeolians. I looked through the rules on p. 110, and realised that I'm not entirely sure what they say. (I'm leaving aside any questions as to how it might work IMG, here - I want to understand the official line before deciding whether to diverge from it).

It's clear that misapplied worshippers don't get the HP discount on improving abilities. But it also says 'nor can misapplied worship obtain any magic that requires concentration'. For wizards, that's clear enough, since there *is* no such magic - at least until the rules for magi come out. But what about theists? The obvious interpretation of the sentence is that, since devotees have to be concentrated, any power that is unique to devotees is forbidden to misapplied theists. Or, in other words, there are no misapplied devotees, only initiates.

Is that the intent, or is it merely supposed to prohibit cult Secrets? Similarly, misapplied animism has practitioners, but no shamans, correct?
