OK, that was really moddeling my memory of Nysalor illumination from RQ2 days where illumination was only tested for in the sacred Time.

I would guess that (from my memory of older material) many victims become occluded so perhaps illumination only occurs with complete victories and occlusion occurs for lesser states of victory.

If I read this right then all Nysaloran illuminates are basically at odds with the Cosmic All. Presumably that forms their motivation to create other riddlers.
