On p.79 (second column half way down) it gives almost that exact example as an illustration of how to use the Augmenting rules. So you most certainly can use Augments to boost your own abilities with HQ r2.7. However, you can only use one augment at a time, and there is always a prior contest involved, both of which are changes from HQ1.

This may or may not remain the case in the published version of HQ2, of course.
