I would say no, a wizard is broader than that. (I have a lot of thoughts on the new system, actually.).
I would think a wizard is better at spells that are congruent with his runes, but I wouldn't forbid him from using ones outside the baliwick.

Similarly, animists can use all spirits in a pactice, but benefit from being more sympathetic to some.
