Theists might learn to use them directly as a source of magical power by exploiting the resonance between their chosen patron's Runes and their own and by learning to ritualistically emulate that patron, but non-theists can still probably use them as augments to other abilities.
What they can't do is consciously exploit them for magical purposes.
