? I'm confused about this too.

The only place that comes into play that I recall is when a GM has decided to use the pass/fail approach mechanically. A very low difficulty will never be less than 6.

But once you decide on the difficulty, normal rules apply. It doesn't matter if you just decided the resistance was 18, or if you got that number by looking it up in the chart.
