The example in the rules of various magic types trying to lift a heavy boulder (IIRC) seems to contradict this interpretation. The description implies that that various magic types are essentially doing the same kinds of rules and rolls, but with different descriptions and special effects. That is, 'Bear's Strength' doesn't just give you the strength of a bear, it enables you to do things that require strength.
