Well, Issaries is the "Travelling God". If you've settled down to run a shop you are no longer emulating every aspect of your God (or if you are your shop is not likely to thrive*). If a disciple is one who is trying to become as much like his god as possible this would seem to rule the shopkeeper out. He could still be a Devotee (and maybe a Hero-former of the Walmart Hero Cult of Issaries) but not a Disciple.
*You probably need to hire no-good adventurers to look after it while your away, for a start ;)
