An initiate of whatever Orlanthi cult can learn feats from a hero cult. Some heroes teach affinities, others secrets and some both.

No. He has to be a devotee to Orlanth adventurous to learn any feats. Destor is a subcult (for which TR has changed the rules), not a hero cult. The only example of an Orlanthi hero cult now that Vanganth has been kicked upstairs is Barantaros the Hidden Gale.
