You have mixed up Ice Wine and Noble Rot.
Ice wine is picked from partially frozen (but not killed) grapes. The
conditions that produce a good Ice wine are rare in Europe. The ice
concentrates the sugars of the grapes as the water in them is driven
out by freezing.
The part of the world I am from makes the best ice-wines, probably due
to the climate. We get a crop of it every year up here.
