casting sorcery

This is probably a stupid question, but I haven't been able to find the answer in the rules.

Does a sorceror's talisman, once connected to a spell, then hold that spell forever (ie till the talisman is lost or broken)? Or does the spell get 'used up', and the talisman have to be 'recharged'? I ask because of the comment on p190 of HW:RpiG:

"If he leaves a school, this usually means that he is cut off from the old school's library and loses access to its grimoires and spells."

Which seems to suggest that returns to the library are necessary. I have made this the basis of my grimoire policy--I take it copying is strictly controlled? Do individual sorcerors have painstakingly gathered books with fragments they have found or copied? Are they allowed to copy a certain number of spells from the library? This will not be so necessary if your talisman holds all the spells you've ever learnt. It will be essential if the reverse is true.
