I think it should apply to measurable, quantifiable, abilities. Good Looking is not quantifiable, Strong is. Strong 5W means you can lift a horse (about half the time), but what does Good Looking 5W mean? Subjective abilities like this do not have such limits, because their upper limits cannot be so definitely defined. If you define the upper limit of mundane human beauty, you can limit the ability. Burly depends on how you use it. And I wouldn't say you CAN'T get more, only that it's now no longer mundane growth, but needs a 'magical' explanation.
