I don't think so. The Invisible Measure is the very last thing that should be dependant on belief. While the abodes of the Atheists and the abodes of the Pious (for example) will look different from one another, the Abode of the Atheist should look exactly the same to the Pious as it does to the Atheist. The Malkioni explain away these imperfections in Lower Heaven as being the evil that heretics can do.
