I propose the type of contest and then check with the players. In some cases they request an extended contest (e.g., if the consequences of failure are serious). I haven't yet forced a simple contest on anyone.
In the ^20 edge example, I might well use a simple contest and alter the result by to take account of the edge. After all, I'd being an extended contest if the details of the outcome were really important to the story.
