I'd say storm. I never much liked the stories of lightning spear being a weapon stolen from the firetribe (lighting is about as typical a storm power as you can get). The story of Yavor Lightining also shows that Yavor stole the power from slain Umath, forging the lightings from his brain, if I remember it right.
Umaths lighting was captive to the firetribe for a while, but was returned when Yavor joined the Thunderbrothers. Orlanth could already create thunder anyway.

That is _so_ strange. One has to wonder what the reasoning behind this was.

13 isn't very lethal. I'd say equal to toughness. That will put the fear into the Heroes.

Hmm... I think I'd run it so that if the wyvern manages to create a hurt, then the poison attacks the stung character.
