As I suspected the draft reduces all magical power to the shamans only. These guys are only 1% of the population yet provide all the magic.

These are my current ideas about Praxians in HW. Using the idea of a small clan lead by a kahn, a herdmother and with a clan shaman.

As mentioned in past posts I think that the clan kahn and head herdmother must have some magical abilities of their own. The kahn (tribal chief HW occupation) is able to channel a clan ancestor. The herdmother (need to write up a new HW occupation) is able to channel a protectress.

I think all Waha braves and Eirithans of a certain level are capable of using and making associated fetishes from a limited range of spirits. (I may tone this down to just refilling an existing fetish). They can do this without having to travel to the spirit plane (Prax is full of spirits, they just have to know where and how to look). Thus a kahn doesn't have to rely on a shaman for combat or anti-chaos magic but if he wanted a fetish that allowed him to fly or run fast then he has to turn to a shaman.

The clan shaman I see more of a local tradition/ancestor worship type rather than a Waha/Eiritha shaman. He is the guy that knows all about the history of Prax, the great spirits and the weird places. He keeps the knowledge of the clans past and has access to ancestral spirits. (I'll have to come up with a new tradition for this).
