The Sartar High Council is mentioned in Wyrms Footprints. It's stated to be a tribal council and the positions are the seven Lightbringers and the six winds.

The Lightbringers are well known but the six winds are not. Their positions are: North Wind (Humakt), Mountain Wind

(Orlanth Adventurous), Beast Wind (Storm Bull), Earth Wind
(Ernalda), Fifth Wind (Father of Sylphs) and Storm Wind
(Orlanth Thunderous).
