Most of the games I played followed that pattern but a couple of times the player contolling Delecti managed to get him into the area of a major battle - then the zombie horde really grew into a significant power. I'd say his (lack of) impact has more to do with his out of the way position than any actual lack of power, he is usually too far from the main areas of battle and so lacks sufficient "raw material".
