If winters are vicious all over Dragon Pass, why do large numbers of
people, including Sun-Domers and Ducks and Grazelanders who
presumably have no special Orlanthi/valind counter magics live there,
and why did they put all this magical energy into building roads
instead of into avoiding freezing their butts off?
If only the high peaks are viciously cold, that's more logical. All
the GM needs is some excuse to force the intrepid adventurers to go
there.
