The Grazers are sophisticated enough to know that trade is falling off. But they aren't sophisticated enough to respond with tolls reductions and other incentives in my opinion.

Their best means of encouraging caravans to travel in their lands would be to raid the mountain and riverine routes. They can easily do that because they are friends of the Beastmen and can reach both roads with ease.

This way is best because a) the Grazers don't lose income through reducing their tolls, b) they get rich from plundering the caravans and c) frightened merchants will now consider travelling through the Grazelands rather than the other two routes.
