If you're familiar with hero-wars, its quite easy to fly a band of followers if you're capable of flying decently yourself.

Remember, Alakoring was a Hero. Err on the side of the heroic, not on the pedestrian.

Remember as well, if you're a Hero, you have worshippers who are emulating you. If you are known for flying (and he was) then its likely that your followers, who are supposed to emulate you, will do so also.
