One thing I would note is that I expect the Orlanthi hold as varied an opinion of headtaking as the list does. Some see it as the 'old way' -permissible if performed in the sacred ways and with respect - others tar all head taking with the brush of Than the head headhunter.

In this conflict lies a premise for the narrator:
"When are dark rites acceptable" and in the resolution
of such a moral question lies a story in which the players and their hero band can take a stance.

As for whether the Exiles are headhunters a Thanatari unit, or an Exile warband marking their victories with the heads of their greatest enemies - at the risk of becoming a straw man - one response it to suggest that both are possible. The decision rests on which Argrath that you and your players create in your Glorantha who recruits this hero band and whether you see him as the corrupt dark lord of chaotic units, the beacon for traditionalists, or something else again.

When creating a story, sometimes its better to have questions than answers.
