Well, HB is too small a book to provide more than a taste of the new rules, as the improvements in HQ are across the board, from a revised (and much more fun) heroquesting rules through to major changes in animism and wizardry. Sooo, the rather unsatisfactory answer is that on the one hand HB will be fully HQ-based, and will intriduce both completely new subjects such as Common Magic, as well as some of the minor tweaks and streamlinings, but on the other hand it is much more clearly geared to what a player needs to know, at first, and so will not include more than a minority of the changes.
